Surface rust is perfectly acceptable and will not affect the payout grade because the high temperatures of the furnaces in which the items are recycled will burn off the surface rust. The metal, however, must be structurally sound. When a sheet of iron is entirely reduced to crumbling, powdery dirt, it is not considered to be made of iron and has no value. No washing or cleaning of steel is necessary; but removing any heavy chunks of concrete, timber attachments or thick rubber will allow you to be weighed as pure scrap.
